26, 1997 Richmond's City Council demonstrated its convoluted reasoning by voting to discontinue its study on the possible annexation of El Sobrante, while continuing to study the feasibility of annexing the unincorporated portion of North Richmond. Council member Tom Butt balked at the suggestion that he meet North Richmond residents to discuss the matter. Butt, however, did not balk prior to meeting with El Sobrante residents to discuss annexation. What could be the difference?
