RICHMOND The City Council is expected to vote for a second and final time Tuesday on a controversial ordinance that would regulate lobbyists in the city.

The council passed the ordinance on a 5-4 vote in November, but it must be approved a second time to become law.

The ordinance would require lobbyists to submit quarterly reports on their activities to the city, detailing who their clients were, how much they were paid and on what issues they lobbied.

The lobbying reports would be open to the public.

In response to a number of questions and complaints from the business community, council members Tom Butt and Alex Evans will give an informational presentation on the ordinance during Tuesday's 7 p.m. meeting.

The City Council meets in the council chamber at City Hall, 2600 Barrett Ave.
