RICHMOND The City Council has appointed a citizens committee to advise it on the planned retrofit or replacement of City Hall and the Hall of Justice buildings.

The idea for the committee came from Councilman Tom Butt, who argued that city staff had failed to explore all of the possible options for the project. The estimated cost for a retrofit and upgrade of the two buildings is $22.7 million.

Each council member selected one person with experience in architecture, engineering, finance or planning to serve on the committee. The list was approved at Tuesday night's council meeting.

The appointees are:

*Ron Gammill, architect. Appointed by Mayor Rosemary Corbin.

*Chris Flynn, engineer. Appointed by Vice Mayor Richard Griffin.

*Carl Richmond, retired police officer. Appointed by Councilman Nat Bates.

*Martin McNair, general contractor. Appointed by Councilman Alex Evans.

*Charles Thiel. Appointed by Councilman Tom Butt.

*Joe Brown, banker. Appointed by Councilwoman Irma Anderson.

*Eddie Downer, banker. Appointed by Councilwoman Donna Powers.

*Jerry Yoshida, planner. Appointed by Councilman John Marquez.

*Horatio Avelino, engineer. Appointed by Councilwoman Lesa McIntosh
