In 1918, the 18th Amendment to the Constitution was approved, and a year later, the Volstead Act was passed, instituting Prohibition. There was a local campaign against Prohibition in order to save Winehaven, but Prohibition came, and Winehaven closed forever.

Today, over a hundred years later, Winehaven is once again in danger of being lost forever due to the foolish campaign by the RPA City Council members to prevent development of Point Molate. Development is necessary to provide funding for the infrastructure that will make rehabilitation and adaptive reuse of the Winehaven complex economically feasible.

The RPA has presented no economically feasible plan for the rehabilitation of Winehaven, a Historic District listed on the National Register of Historic Places..
