Mayor and Members of the City Council:

This is the weekly report for the week ending September 12th, 2014.

1.    Meeting Notes

The next City Council meeting is scheduled for Tuesday, September 16th, 2014, beginning with a Closed Session at 5:00 PM, the Richmond Housing Authority meeting at 6:15 PM, followed by the regular Council agenda at 6:30 PM. 

2.    Measure U Community Meetings

Upcoming on the November 4th ballot, registered Richmond voters will be asked to vote on Measure U, a one-half cent sales tax.  If approved, the additional revenue generated by Measure U will maintain and enhance essential city services, such as public safety, public health and wellness programs, city youth programs, and street paving.  Information about Measure U can be found on the City’s website at www.ci.richmond.ca.us/Finance/MeasureU.

This past week, several informational presentations were made regarding Measure U, including for the Richmond Neighborhood Coordinating Council and the Friends of Richmond Recreation.  A number of additional informational meetings are planned for both the public as well as community organizations, where City staff will present information and answer questions regarding Measure U.  Upcoming meetings open to the public are as follows:

Clean Air

 

3.    Port of Richmond Clean Air Action Plan

The Port is in the process of updating its Clean Air Action Plan (CAAP).  The Plan was published in June 2010 and is available for viewing on the Port’s website.

Larry Magid, the specialist that authored the original CAAP, is undertaking the update on behalf of the Port. Mr. Magid is reviewing, compiling, and analyzing data obtained from several resources including the Bay Area Air Quality Management District, BNSF Railway, and Auto Warehousing Company. There are numerous newly established regulations for ships, trucks, and rail equipment serving California ports. The updated data and the full document will soon be available to the public.

4.    Officer Bradley A. Moody Memorial Underpass Project

The Bradley A. Moody Memorial Underpass Project involves the construction of a roadway underpass on Marina Bay Parkway between Meeker Avenue and Regatta Boulevard, and is intended to resolve long-standing access limitations to the Marina Bay area caused by frequent train crossings.  In early September 2013, Marina Bay Parkway was closed to traffic.  This closure is planned to remain in place until early May 2015. 

During the week of September 8th, the first concrete pour for the main retaining walls was completed.  Waterpoofing installation and retaining wall rebar and formwork also continued, as did work at the Jetty/Pierson intersection with Marina Bay Parkway.

For the week of September 15th, another retaining wall concrete pour is scheduled, and the other activities described above will continue.  Additionally, work will start at the Meeker intersection with Marina Bay Parkway, beginning with utility relocation.

5.    Help Rebuild Parchester Park

We are less than two months away from rebuilding Parchester Village Park and we need your help! There are four ways you can contribute to the Parchester Park Project which are listed below.

  • Volunteer on Build Day: Saturday, October 25th (all ages and skills welcome);
  • Contribute a donation to the project from the wish list;
  • Donate a monetary gift;
  • Purchase the shoe “Petal” from Livie & Luca shoe company.  (Livie and Luca are proud sponsors of the park project and 100% of the proceeds support the project.)

6.    “Getting Ready for College Conference” on September 27th

On Saturday, September 27th, at De Anza High School, the West County Ed Fund is sponsoring the “Getting Ready for College Conference” to provide both students and parents with the tools and resources they will need to apply to college, and to answer any questions on a variety of subjects. Topics will include funding and how to pay for college, admission requirements, the application process, and the different types of college options available to students. The workshop is free and all current 10th, 11th and 12th graders and their parents are encouraged to attend. You can register for the event and find out more information at www.edfundwest.org/grfcc.

7.    New Business Licenses – August 2014

There were a total of 42 businesses that received new business licenses this past August, representing an addition of 75 jobs.  The largest addition in jobs comes from Tulip Printing and Graphics, which outgrew their former Berkeley location, and moved, with 17 employees, to their new Canal Boulevard manufacturing site.  Tulip Printing provides online sales of environmentally-friendly printing services for all types of products.  Their mission is to demonstrate that a manufacturing business can operate in harmony with the planet while providing a transparent and sustainable environment.

8.    City Manager Chronicles

I have listed below some of the topics for meetings that I have recently attended in the hope that it provides an idea of the varied issues with which our organization deals routinely.

Activities and meeting topics during the past week included:

  • Met with the informal organizational working group of staff members;
  • Made presentations to Police Department swing shift officers and other police staff members, and to several Fire Department shift personnel, to provide an update on City issues;
  • Made an informational presentation regarding Measure U, the one-half cent sales tax measure, on the November 2014 ballot, to the Richmond Neighborhood Coordinating Council, and at an additional community meeting;
  • Met with a land development group to discuss distillation of alcohol fuel from waste and other non-food sources of organic material;
  • Attended a meeting of the North Richmond Municipal Advisory Council to present information regarding the Chevron Environmental and Community Investment Agreement;
  • Met with representatives from EFG (Environmental Finance Group), the financial lender on the Zeneca site, to discuss the Southern Shoreline Specific Plan, DTSC, and activities regarding remediation on the Zeneca site.

 

These meetings were in addition to attending the regular management staff meeting, agenda planning, reviewing staff reports to the City Council, doing department head “check-ins,” having discussions on various personnel matters, and having short discussions with staff, community members, members of the press, etc.

Streaming Video of City Council Meetings

The City of Richmond’s Granicus system is now enabled to stream to mobile devices. You can now stream live and archived video of City Council meetings to:

      • iOS (iPhones, iPads), version 4.2.1 or newer
      • Android (phones and tablets), version 4.1 or newer

You can also continue to view City Council meetings live or on recorded streaming on KCRT Channel 28.

In addition to the availability of meetings on more media, the “jump to” feature of the streaming has been configured to more easily view specific agenda items on the recorded City Council meetings.

11. Richmond Art Center Fall Opening Reception

Enjoy the work of emerging and established Bay Area artists at a free reception for new exhibitions at the Richmond Art Center.  “Closely Considered – Diebenkorn in Berkeley” featuring intimate works on paper by Richard Diebenkorn created during his Berkeley years (1953 – 1966); “Frank Lobdell: The Tamarind Prints” showcasing a series of prints created at the Tamarind Lithography Workshop in Los Angeles in 1966; “Luminous Space: Paintings by Tom Holland” featuring the abstract metalwork by this Bay Area artist; and “Social Discourses: In Print” featuring the printmaking practices and collections of Bay Area artists Juan Fuentes, Art Hazelwood, Jos Sances and Jim Nikas.

12. Public Works Updates

Facilities Maintenance Division:  Carpenters repaired the employee entrance at the Richmond Police Department.

Painters worked at the Recreation Complex painting the gas line and identification signs.

Stationary Engineers completed preventative maintenance on the Heating Ventilation, and Air Conditioning (HVAC) unit of the R-Transit building and repaired the waste line at Fire Station #63.

Utility Workers started re-lamping the Main Library and maintained 29 City-owned facilities.

Electricians continued with the Richmond Parkway Street Light repair project, replaced stolen wires on San Pablo Avenue from McBryde to Lowell Avenue, and provided electrical power to the fire trailer in the Marina.

Parks and Landscaping Division:  Crews continued weed abatement along the Richmond Parkway, continued with the rehabilitation of Shield Reid Park, removed weeds from Nicholl Park, performed general maintenance at Country Club Vista and Bay Vista Parks, installed irrigation on the corner of Richmond Parkway and San Pablo Avenue, installed “No Dumping” signs, repaired irrigation at Nicholl and LaMoine Parks, and ground stumps at Parchester Park.

Tree Crews cut or trimmed trees on South 2nd Street and South 6th Street.

Streets Division:  Staff ground and paved on South 41st Street, as well as worked from the outstanding pothole and sidewalk list.

Grinding on South 41st Street

Street sweeping performed commercial and residential sweeping services for the second Monday through Friday in the May Valley, Vista View, Clinton Hill I – IV, and East Richmond neighborhood council areas.

Signs and Lines staff fabricated 6 thermoplastic letters, 2 new signs, installed 15 new signs and poles, repaired 16 signs and poles, and painted 504 feet of curbs.
