  Train Horn Relief in Fits and Stops

The good news is that locomotive horn use in the West Five Quiet Zone will cease at 12:01 AM on February 10, 2011. This includes grade crossings at 2nd and 3rd Streets. This will reduce by half horn blowing that most affects the Santa Fe Neighborhood and to a lesser extent Atchison Village, the Iron Triangle, Coronado, marina bay and even Point Richmond. The bad news is that the West Five Quiet Zone includes only half the grade crossings directed by the City Council on November 18, 2008, when the Quiet Zone became a mandatory mitigation measure to counteract additional noise from trains serving the Honda Port of Entry Project. The crossings not included are 4th Street and Cutting Boulevard. City staff claims that the project is being implemented in phases and that the two additional grade crossings are included in a second phase with no schedule for completion.
