Impact of 11/07/07 Oil Spill on the City of Richmond

Honorable Mayor and City Councilmembers;

 

Mr. Lindsay has asked that I provide you with an update on the City of Richmond’s impact form the 11/07/07 Oil Spill.  This is what we know thus far, and what we are doing to respond to this incident;

 

BACKGROUND:

1)      58,000 gallons of L/ or IFO 380 Heavy bunker fuel dumped in the waters from the HANJIN cargo ship that hit the Bay Bridge aprox 08:30 on 11/07/07,

2)      Spotted at Richmond San Rafael Bridge 19:00 on 11/07/07,

3)      Spotted as far north as Bolinas Bay,

4)      No boating restrictions,

5)      No change in MARSAC level,

6)      No problem to health unless you can smell it – could be respiratory problems,

7)      Unified Command set up at 07:00 on 11/08/07, Fire Station at Ft. Mason, COR may send representative  Marin County will be sending a rep,

8)      Skimmed up 8,000 gallons 11/07/07 afternoon,

9)      CCC SO OES will be doing a conference call at 13:30 on 11/08/07, (510) 286.1264,

10)  There are three phone numbers (which I gave to Dispatch, Watch Commander and BC last night) if there are any calls/questions:

a.       For oil sightings:            (985) 781.0804,

RESONSE EFFORTS:

1)                  A representative from RFD, BC Erik Newman, and Tom Wilson from Port reported to the command post (Fire House at Ft. Mason) this morning to represent the city’s interests,

2)                  State, County and City Crews have been out on the shoreline all day looking for signs of oil encroaching upon our shoreline,

3)                  At approximately 11:00 am a county worker spotted an oil soaked bird on the shoreline near Shimada Park,

4)                  PARKS CLOSED:  Subsequent sightings of oil from Pt. Isabel over to Ferry Point have led the Parks Department to post signs and close the following parks:

a.       Jay Vincent Park,

b.      Lucretia Edwards Park,

c.       Shimada Park

5)                  EBMUD has also closed Keller Beach,

6)                  USCG (Coast Guard) has been deployed to divert the oil away from both Pt Isabel and Brooks Island (across from the Marina) and should be working there right now,

7)                  Clean up of the entire Bay Area is expected to last over two weeks,

8)                  USCG will deploying crews from the Richmond Marina, and staging others at NSRC (Pt. Potrero Marine Terminal) during this response effort,

9)                  City Departments have been advised to document all efforts and time worked on this incident for possible reimbursement,

3)      Public Works Crew;  Lynne Scarpe and Keith Lawson,

4)      Parks Crew(s)

5)      EOC Staff on Standby

ADDITIONALLY:  I have just (13:31) been advised of a lock down at Contra Costa College due to a shooting of one of the College Aides (Police?) who was chasing a suspect.  The entire college is locked down.
