City Manager's Weekly Report for the Week Ending July 6th, 2007

Mayor and Councilmembers:

 

This is the weekly report for the week ending July 6th, 2007.

 

1.         Meeting Notes

 

Due to planned absences by several Councilmembers during the week of July 9th, the next City Council meeting will be on Tuesday, July 17th.  Note for planning purposes that Council meetings are currently scheduled for July 17th and July 31st, prior to the August Council hiatus.

 

2.         Recent Meetings with Credit Rating Agencies

 

This past Monday, July 2nd, Finance Director Jim Goins, Senior Deputy City Attorney Everett Jenkins, Debt Analyst Susan Segovia, and I, along with the Bond Finance Team, met with Moody’s Investors Service and Standard and Poor’s Credit Corporation.  The purpose of these meetings was to present the City’s current financial and program information to support a request for a credit rating upgrade.  A rating upgrade would reduce the cost of debt that the City will incur on bond issues, with the largest such issue on the horizon being the financing of phase 1B of the Civic Center Revitalization Project.  We will advise you of the results when the City receives its credit ratings in several weeks.

 

3.         Civic Center Project Update

 

The seismic retrofit work for the City Hall at 2600 Barrett was completed on time and the State of California approved the work and release of grant funding in the amount of $1,149,975.  This funding will become part of the City’s equity funding for Phase 1 of the project.  Also, the work under Phase 1A is substantially complete on time and within the approximate $12,000,000 budget.  Minor clean-up work is currently being completed as the development team gears up for Phase 1B.   Phase 1B will get underway upon funding of the Redevelopment Agency Bond, which is scheduled for July 12th.  The final piece of the Phase 1B funding, the City bond, is scheduled to close around August 20th.  Completion and occupancy is scheduled for spring 2009.

 

3.         “It Takes a Village That Learns, Knows, Connects” Community Fair Announcement

 

As I previously reported, Lashonda Wilson, Management Analyst in the City Manager’s office, and Ana Cortez of the Richmond Redevelopment Agency, have been working to organize a Community Fair to connect and coordinate with Richmond non-profits.  In particular, the Richmond Community Redevelopment Agency and the City Manager’s Office have sent out over 300 notices inviting nonprofit organizations and community members to attend the City’s first “It Takes a Village That Learns, Knows, Connects” Community Fair at Richmond City Hall on Thursday, July 19, 2007, from 12:00pm to 5:00pm. The goal of this event is three-fold:

 

(1)  Educate Richmond residents about services and resources available through community based organizations (CBOs),

(2)  Support CBOs in their efforts to provide services to Richmond residents, and

(3)  Encourage communication, sharing of information and collaboration between organizations.

 

Local community based organizations can sign up for any of the following events at this Community Fair:

 

·         Fund Development Workshop (Consultant Debra Donaldson will talk about grant writing, donor development, marketing, sustainability and more)

12:00pm – 3:00pm

·         Community Fair

2:00pm – 5:00pm

City Hall Parking Lot (by Council Chambers)

 

·         Funders’ Panel (Invitees include the San Francisco Foundation, the East Bay Community Foundation, the Stuart Foundation and the United Way)

4.         KCRT Notes

 

In addition to providing community programming, KCRT staff often provides support for the City’s in-house training activities.  As specific examples, KCRT covered a Web Design class which will be uploaded to “streaming video” so that staff can access the content for future reference.  KCRT staff also covered one of the presentations that was made to employees concerning the results of the community survey so that this material could be given to all City staff members, including those on shift work.
