Attached as a PDF file is a list of the executive managers of the City of Richmond and their annual compensation. You can add about 40% to these amounts to cover cost of benefits. My understanding is that executive managers are generally those persons who serve at the pleasure of the city manager or City Council and are listed in the Charter under Article XIII, Section 3(a). The list, revised January 4, 2005, was provided by Human Resources Director Cedric Williams.

 

However well paid these persons may appear, a recent compensation survey indicated that the compensation is 10% to 30% below market for many positions. The City of Richmond will have to increase many of these salaries to attract top executives in the future.
